Black Celebrities And Cannabis: A History of Black Stoner Celebrities and Owners Of Celebrity Weed Brands
Black Celebrities and Cannabis Prohibition: A Brief History
The prohibition of cannabis set a dangerous precedent for decades with targeted criminalization of Black and brown people. Since its introduction in the early 20th century, it had a devastating and wide-ranging impact on the perception of cannabis use in our culture for over 80 years. Marijuana use was criminalized because it was seen as a "gateway drug" and associated with violence and promiscuity. The U.S. government outlawed the recreational use of cannabis in 1937, and it has remained illegal for decades. The era of "reefer madness" purposely used propaganda and the media to target Black and Brown people to demonize them and the plant. This decision was largely attributed to fears of the social impact of cannabis in terms of interracial dating and its connection to harder drugs such as heroin. The choice to prohibit the plant has had a sustained negative impact on cannabis consumers, especially African Americans. As of 2022, according to the NAACP's Criminal Justice Factsheet, 65% of Black adults have felt targeted by law enforcement because of their race. The ACLU's marijuana and racial bias report found that Black citizens are still 3.73 times more likely than Caucasians to be arrested for cannabis-related charges. Popularity and celebrity status do not exclude people from being included in that pool of Black victims of weed prohibition.
Marijuana, Louis Armstrong & the Jazz Era
Although hemp was grown as a farm crop beginning in the Colonial Era and cannabis-based oils were used as some forms of medicine through the 1800s, marijuana as we know it today became widely used in the U.S. during the early 20th century. Marijuana was popular in the Jazz Era, specifically during the Harlem Renaissance. It has been argued that marijuana use helped fuel creativity for many jazz musicians of this era. Still, ultimately the connection between the two would be twisted into something negative. Arguably one of the most famous musicians of the era is Louis Armstrong. His rise to fame in the 1920s was due to how his music helped break barriers for Black musicians into the popular mainstream. Armstrong was arrested in November of 1930 while smoking a joint outside the Cotton Club in Culver City, California, along with his drummer Vic Berton. The arrest earned him the distinction of being the first famous person in American history to be arrested for marijuana. In an interview from around the time of his death, Armstrong had this to say of the incident:
"Speaking of 1931 - we did call ourselves Vipers, which could have been anybody from all walks of life that smoked and respected gage. That was our cute little name for marijuana, and it was a misdemeanor in those days. Much different from the pressure and charges the law lays on a guy who smokes pot - a later name for the same thing which is cute to hear nowadays. We always looked at pot as a sort of medicine, a cheap drunk and with much better thoughts than one that's full of liquor. But with the penalties that came, I for one had to put it down though the respect for it (gage) will stay with me forever. I have every reason to say these words and am proud to say them."
The War on Drugs, Hip-Hop & Stoner Celebrities
The War on Drugs was a campaign launched by the United States in 1971 to fight illegal narcotics use. The most commonly used drugs at that time were marijuana, heroin, and LSD. President Nixon's administration made cannabis use illegal alongside the other drugs in the early 1970s. A year after he started that campaign, there was a massive spike in cannabis-related arrests. These arrests primarily impacted communities of color, and it was designed to be that way. Previously in the first part of this series, Cannabis and Black History Month: A Brief Timeline of How the Two are Linked we covered the War on Drugs timeline.
By May 1971, the Controlled Substances Act had been signed into law, establishing a comprehensive list of federally illegal drugs. Cannabis was classed as Schedule I. The federal government does not recognize it as having medical value and sees it as unsafe for public use. Despite countless examples of the plant's medical benefits - including that 37 states and Washington, D.C. have legalized medical cannabis and that the U.S. government holds a patent on medical cannabis - attempts to de-schedule marijuana have been unsuccessful.
In a 1994 interview with Harper’s Magazine, Nixon’s Chief Domestic Advisor John Ehrlichman admitted that the Nixon Administration purposefully criminalized cannabis and heroin to attack the antiwar left and Black communities, both of whom they viewed as political adversaries. Ehrlichman infamously said, "Did we know we were lying about the drugs? Of course, we did."
How many Black celebrities smoke marijuana?
Numerous Black celebrities have been linked to either the consumption of marijuana or illegally distributing the plant. There are probably many more Black celebrities who have used cannabis than we know. Why is it important to highlight those who publicly align cannabis with their brands? What role are these figures fulfilling concerning a movement for change in the cannabis industry?
Cannabis prohibition has been around for quite a while. Still, recent changes in legislation have opened legal marijuana markets in some states. As the law changes and the list of legal cannabis markets grows, the conversations about the perception of marijuana in the mainstream have shifted. Black celebrities have played a significant role in shaping the conversation on cannabis use and its prohibition by sharing their personal stories as well. Many of them are veterans of what is known as the legacy market. They have experienced the reality of over-policing in Black communities.
Why aren't people of color who have suffered the most from the devastating effects of the War on Drugs benefiting more from the economic boom?
The War on Drugs has had a devastating effect on people of color, who have historically been disproportionately impacted by the incarceration and policing that it caused. People of color continue to suffer disproportionately as a result. This system persists despite proof that cannabis use is equal regardless of race. As it stands, the billion-dollar cannabis industry is predominately white-cis-male dominated, and black owners make up less than 4% of the ownership. Despite promises that states like New York and New Jersey were going to have a greater focus on social equity than those seen in earlier legal markets, that doesn't seem to be the case. A few weeks ago New Jersey Representative Donald Payne Jr released a statement via Twitter in response to New Jersey's perceived failure to grant licenses to Black business owners. Out of the 56 licenses issued by New Jersey's Cannabis Regulatory Commission (CRC), not one owner was Black. Though this has since been proven untrue, his concerns were not misplaced. While there are a few Black cannabis business owners and regulators, the future of equity in the industry can still seem bleak.

Early in our Black History Month series, we touched on the legacy of reggae music as an influence on the spread of cannabis culture. Thanks to its history of being used for its healing properties and its presence in popular culture, the plant's popularity spread globally over centuries. However, Jamaicans had spent years cultivating the plant and still have issues with mainstream acceptance.
