New York State Reaches Milestone of 300 Licensed Cannabis Dispensaries
80% of Retail Licenses Awarded to Social and Economic Equity Applicants
Legal Cannabis Market Continues to Expand and Generate Economic Activity
The New York State Office of Cannabis Management (OCM) announced that the state has surpassed the opening of 300 licensed adult-use cannabis dispensaries. This milestone highlights ongoing growth in the state's legal cannabis market, which began retail sales in December 2022.
As of February 2025, the New York cannabis industry has generated over $1.06 billion in retail sales. The market also continues to create jobs, with more than 5,000 positions statewide. In 2024, dispensaries averaged monthly sales of $381,000, and January 2025 saw retail sales exceed $110 million.
The state's approach to cannabis licensing has focused on Social and Economic Equity (SEE), with 80% of retail licenses awarded to applicants from communities impacted by past cannabis prohibition. This policy aims to ensure that those most affected by cannabis enforcement in the past have a stake in the growing legal market.
“Reaching over 300 dispensaries is an important step in the development of New York’s cannabis market,” said Felicia A.B. Reid, Acting Executive Director of the New York State Office of Cannabis Management. “The state is committed to supporting an inclusive cannabis industry that provides new business opportunities and addresses the historical impacts of cannabis prohibition.”
The expansion of licensed dispensaries includes recent openings in various regions, such as Green Flower Wellness in Floral Park and SessCo Cannabis Dispensary in East Rochester. These new dispensaries contribute to greater access to regulated, tested, and safer cannabis products for adult consumers.
